<P>PROBLEM TO BE SOLVED: To reduce power consumption. <P>SOLUTION: An initiator specified in NFCIP-1 transmits attribute information representing its own communication capability, and receives from a target, attribute information representing a communication capability of the target. The attribute information contains at least information on low RF output or information on intermittent RF output. The initiator performs operation in at least one of low-RF output mode or intermittent-RF output mode, on the basis of the attribute information, thereby reducing power of output electromagnetic waves.
