PROBLEM TO BE SOLVED: To start new communication while continuing a coded communication up to the moment with better communication quality as far as possible even when there is no space in a communication band being used at a radio access point (AP). SOLUTION: The number of communication of the coded communication is collected in a radio communication status collector 15. In a codec selector 16, a codec that uses the largest communication bands among codecs which use communication bands equal to or less than a unit communication band available per communication calculated from all communication bands of a radio AP 20 and the number of communication, is selected as an optimal codec from among codecs available for the coded communication. In a radio controller 17, a codec change instruction for changing the codec being used for a coded communication into the optimal codec is transmitted to a communicating radio terminal 30 under the coded communication among radio terminals 30.
