The two-pack hydrolyzable antifouling coating composition of the invention has a first component that contains a polyester resin having a solid portion acid value of 50-200, a solid portion hydroxyl value of no greater than 100 and a 25°C viscosity of no greater than 500 mPa·s, and a second component which is a paste comprising zinc oxide and cuprous oxide, wherein the volatile organic compound content is no greater than 400 g/L based on the total of the first component and second component. The antifouling coating film or the invention is obtained by curing a two-pack hydrolyzable antifouling coating composition of the invention. The method of preventing fouling of a base material of the invention has the steps of coating or impregnating a two-pack hydrolyzable antifouling coating composition of the invention onto or into a base material, and curing the two-pack hydrolyzable antifouling coating composition to form an antifouling coating film.
