PURPOSE: An apparatus and a method for monitoring a message of a downloadable conditional access system are provided to grasp a target message for an external authentication device encoded by another public key using a private key, thereby efficiently monitoring the target message. CONSTITUTION: A target message is encoded using a public key of a security module. The target message is encoded using a public key differentiated from the public key. The target message encoded by the public key of the security module is transmitted to the security module. The target message encoded by another public key is transmitted to a monitoring system. The monitoring system decodes the target message encoded by another public key using a private key corresponding to another public key. |
