A smoking article includes a tobacco rod with a wrapper paper formed from a base web having a nominal permeability and a plurality of circumferentially spaced regions that are longitudinally spaced along the tobacco rod. Each of the regions preferably includes at least two substantially opposed zones of add-on material, which zones exhibit a permeability less than the nominal permeability. Each region is transversely shifted relative to other regions.
