PROBLEM TO BE SOLVED: To efficiently generate an image to display a weather forecast while suppressing an amount of image data.

SOLUTION: In an image generation system 100, a component extractor 141 extracts a component group including image data of a plurality of weather marks individually representing different weather as respective components from a component database 120. A weather forecast data extractor 162 extracts daily weather forecast data for a weak from a weather forecast database 130. Furthermore, an image generator 163 acquires the image data of the weather marks representing the weather in the weather forecast indicated by the weather forecast data extracted by the weather forecast data extractor 162 from the component group extracted by the component extractor 141 for each day of the week and generates a moving image representing a weekly weather forecast by laying out the acquired image data on a background image.
