PROBLEM TO BE SOLVED: To provide a level conversion circuit and battery device capable of correctly converting a TTL level signal different in reference potential to a CMOS level signal. SOLUTION: The level conversion circuit includes an input unit comprising an inverting circuit which is provided between a first power supply and a third power supply to input the TTL level signal and invert it to a first power voltage or a third power voltage for voltage output, an inverter circuit which is provided between the first power supply and the third power supply and inverts and outputs the output signal of the input unit, and a level conversion unit which is provided between the first power supply and a second power supply, inputs the output signal of the input unit and the output signal of the inverter circuit, and inverts the output signal of the inverter circuit to the CMOS level signal to output.
