PROBLEM TO BE SOLVED: To provide a paper folding device increased in productivity by efficiently folding paper while simplifying the configuration. SOLUTION: This paper folding device 200 includes a restraining member for restraining the front end of a sheet conveyed to a paper conveying path, a paper conveying means which conveys the sheet the front end of which is restrained by the restraining member toward the restraining member side in the paper conveying direction and which forms a deflection on the sheet, at least two folding rollers 206, 207 which hold the sheet and form fold lines, a guide unit for guiding the sheet to a position where the sheet is held by the folding rollers, and an opening device for forming an open space by opening the portion of the paper conveying path facing the folding rollers. The paper folding device further includes a controller which controls so as to form one or more deflected portions on the paper by using the combination of the restraining member, the paper conveying means, the guide means, and the opening means to hold, on the folding rollers, the paper obtained by placing the deflected portions of the paper on the end part thereof or placing the plurality of deflected portions of the paper on each other, and to fold the paper.
