Disclosed is an electrode catalyst layer of a fuel cell, which can be obtained easily and is capable of exhibiting excellent output characteristics under low humidification conditions and high humidification conditions in a fuel cell electrode. Specifically disclosed is a slurry which contains at least an electrolyte, catalyst particles and a solvent. The solvent is composed of at least two kinds of solvents, and shows phase separation.
