<P>PROBLEM TO BE SOLVED: To provide a soft polyurethane foam for toner sealing having low hardness and air permeability, small compression set and excellent flame retardancy, and a toner-sealing material using it. <P>SOLUTION: The soft polyurethane foam for toner sealing is obtained by reacting a foam material containing melamine and a condensed phosphate-based flame retardant, and contains polyol (a) having a content of an ethylene oxide unit of 30 mass% or more. When the total of the whole amount of the polyol and melamine is 100 mass%, the content of the melamine is 15-35 mass%, the content of phosphorus is 0.5-2.5 mass% and the airflow rate is 5.0 cm<SP>3</SP>/cm<SP>2</SP>/sec or less.
