PROBLEM TO BE SOLVED: To suppress an increase in the number of components and the size of an apparatus, and to carry out voltage regulation on all the battery cells, even when three or more battery cells are connected in series. SOLUTION: A voltage regulation system 1 includes regulation cells Cx, switches SW1 to SW5, and a control unit 10. The detection portion 21 of the control unit 10 detects the voltage values of the cells Ca to Cd connected in series. A determination portion 22 extracts the battery cell whose voltage value is the highest and the battery cell whose voltage value is lowest as cells to be processed. A control portion 23 continuously carries out a first regulation processing and a second regulation processing by controlling the switches SW1 to SW5. In the first regulation processing, one of the cells to be processed and the regulation cells Cx are connected in parallel, and in the second regulation processing, the other of the cells to be processed and the regulation cells Cx are connected in parallel.
