PROBLEM TO BE SOLVED: To provide a cleaning blade having improved durability and cleanability, a method of easily manufacturing the cleaning blade, an image forming apparatus and a process cartridge using the cleaning blade. SOLUTION: The cleaning blade is provided with a strip-like elastic rubber member composed of polyurethane rubber extending in a direction of a length (L), a direction of a width (W) and a direction of a thickness (T). The cleaning blade includes: a hardened layer (h); and a coated layer (d); the hardened layer (h) obtained by impregnating and hardening an impregnant containing at least an isocyanate compound, and provided on at least one (b) of L-W surfaces of the strip-like elastic rubber including a tip (e) constituted of the vicinity of a ridge where one of the L-W surfaces and one of L-T surfaces intersecting with each other, the coated layer (d) formed on one (c) of L-T surfaces located on the leading end, obtained by applying a coating agent containing a resin, drying or hardening the coating agent, and which is harder than the elastic rubber member. The cleaning blade is loaded at the image forming apparatus or the process cartridge, and then, the tip of the cleaning blade is brought in contact with the surface of a member to be cleaned to remove the toner remaining on the surface.
