PROBLEM TO BE SOLVED: To provide a technique capable of restraining a holding device from swinging about the axis of a support shaft body when the holding device having the support shaft body is conveyed. SOLUTION: This base member forming device which conveys a plate body W made of a material containing vegetable fibers and a thermoplastic resin and forms the plate body in a predetermined shape includes a hanger 30 which comprises a shaft 32 which is disposed above the plate body W and to which clamps 34 for holding the upper end of the plate body W are attached, a hanger delivery mechanism for conveying the hanger 30 by moving the shaft 32, and first restraining parts 39a and second restraining parts 39b for restraining that the shaft 32 is rotated about the axis of the shaft 32.
