PROBLEM TO BE SOLVED: To provide an image forming apparatus in which potential irregularities on the surface of an image holder are suppressed compared to the case of not applying a transfer voltage applied when forming images immediately before to a transfer member continuously for at least a first period and not applying a development voltage applied when forming images immediately before to a development member by changing it stepwise to 0V during the first period when image formation is switched to image non-formation. SOLUTION: In the image forming apparatus 10, when not forming images, a control part 36 controls a power source 30 so as to apply the transfer voltage of a polarity and a voltage value applied when forming images immediately before to the transfer member 20 continuously for at least the first period, controls a power source 32 so as to change the development voltage of the polarity and the voltage value applied when forming images immediately before stepwise to 0V and apply it to the development member 18A during the first period, and also controls a power source 28 so as to cancel the application of a charging voltage to a charging member 14.
