On the basis of position information of a shop which offers merchandise or service, utilization time information of the shop, shop information including at least one attribute information of the shop, and user time frame information indicating time frame when the user is available; the server device determines a combination in which the user can use the shop within the time frame indicated by the user time frame information. Then, the server device transmits the shop offer information in the determined combination to a terminal device of the user.
