Disclosed is an organic EL panel for achieving an optical micro cavity effect, wherein a substrate-side electrode (lower electrode) can be formed into a desired pattern and insulation between electrode patterns can be improved, while suppressing the power consumption. Specifically disclosed is an organic EL panel (100) wherein a lower electrode (11) and an upper electrode (13) both have a light-reflecting function, and the lower electrode (11) and/or the upper electrode (13) is semi-transparent. The lower electrode (11) has: a transparent conductive film layer (11A) that is formed by patterning within a predetermined width (W1); and a metal film (11B) that is formed inside the transparent conductive film layer (11A) by patterning within a width (W2), which is narrower than the width of the transparent conductive film layer (11A), such that the outer surface of the metal film (11B) is entirely covered by the transparent conductive film layer (11A).
