PROBLEM TO BE SOLVED: To provide a polymersome composition having ameliorating effects on skin roughening, safety and feeling of use, good skin compatibility, particularly without stickiness, and excellent base stability. SOLUTION: The polymersome includes a block type alkylene oxide derivative represented by following formula (I): Z-äO-[(AO)<SB>a</SB>-(EO)<SB>b</SB>]-R}<SB>2</SB>(wherein, Z is a residue after removing hydroxy from dimer diol; EO is oxyethylene; AO is 3-4C oxyalkylene; the addition form thereof is a block form; a and b are each the average addition molar number of oxyalkylene and oxyethylene; 1≤2×a≤150; 1≤2×b≤150; the ratio of the oxyethylene to the sum total of the 3-4C oxyalkylene and oxyethylene is 10-99 mass%; and R may be same or different, and is 1-4C hydrocarbon).
