PROBLEM TO BE SOLVED: To uniformly cool the whole base plate mounted with a heat generation source at inexpensively regardless of the position of the heat generation source to be cooled. SOLUTION: The internal space of a liquid-cooled jacket 10 in which a heating element 14 to be cooled is mounted on a mounting surface and a cooling liquid flows along the inner side of the mounting surface to cool the heating element is divided into two layers of an upper layer and a lower layer by a partition member 13 extending at the intermediate height of the internal space substantially parallel to the mounting surface. An inflow port 11a for the cooling liquid is provided in a lower space and an outflow port 11b for the cooling liquid is provided in an upper space. The partition member has a plurality of through holes 13b which are decentralized and arranged, and the cooling liquid introduced into the lower space from the inflow port passes through the respective through holes of the partition member to flow in the upper space and then flows inside the mounting surface in the upper space to cool the heating element mounted on the mounting surface, and is discharged from the outflow port.
