<P>PROBLEM TO BE SOLVED: To provide a laser beam irradiation device and method, capable of increasing the intensity of light emitted from a semiconductor laser. <P>SOLUTION: The laser beam irradiation device emits an information light beam LM that is a laser beam from a semiconductor laser 51, and converges the information light beam LM and irradiates an optical disk 100 serving as an optical information recording medium with the converged information light beam LM.
