<P>PROBLEM TO BE SOLVED: To provide a method for allocating a communication band for improving system throughput. <P>SOLUTION: A base station device includes a receiving part, an interference comparison part, an allocation part, and a transmission part. The receiving part receives an interference parameter indicating the size of an interference a first mobile terminal located in a first area gives to the communication of the mobile terminal located in a second area. The interference comparison part compares the interference parameter with a predetermined interference threshold value. The allocation part allocates the communication band so that the probability rate of first band allocation to the first mobile terminal becomes larger than the probability rate of second band allocation to the first mobile terminal when the size of the interference indicated by the interference parameter is larger than the interference size indicated by the interference threshold value.
