PROBLEM TO BE SOLVED: To provide an image recognition device, image recognition method and image recognition program capable of properly recognizing a detection object graphic in a two-dimensional image. SOLUTION: A plurality of groups of voting points having an equal angleθare extracted from a two-dimensional frequency distribution, constituted of an angleθand a distanceρcreated from an edge image by Hough transformation, and the groups are set as a graphic candidate group, constituting a side of an object graphic. Next, an edge region of the object graphic in the edge image is selected, by selecting at least two of the groups from the extracted graphic candidate groups, on the basis of the length of a side of the object graphic and an intersection angle of a perpendicular line to each side.
