PROBLEM TO BE SOLVED: To solve the problem that a change in the polarized-light state of transmitted polarized light is large, in which resulting from birefringent properties of resin present inside glass yarn is estimated. SOLUTION: The optical element member includes: a flexible transparent substrate made of a glass fiber impregnated with a resin; and a polarization modulating unit, for modulating the polarized-light state of incident light, which is formed on at least one surface of the transparent substrate, with the optical axis being parallel with a direction along the glass fiber. Also, the polarization modulating unit is a phase difference plate and the optical axis is a fast phase axis or slow phase axis of the phase difference plate. The polarization modulating unit is configured to be disposed in a plurality of respectively separated areas on one surface, and further include non-modulating portions disposed between the plurality of areas and used to transmit incident light without modulating its polarized-light state.
