PROBLEM TO BE SOLVED: To provide a transfer device that achieves the longer life of an intermediate transfer belt, and also to provide an image forming apparatus. SOLUTION: The transfer device includes: a transfer roller including a roller base material 61a having a recess CS in its circumference, a gripping portion 68 disposed in the recess and used for gripping a transfer material, and a conductive sheet member 62 supported on the circumference of the roller base material, other than the recess, and disposed such that one end face orthogonal or substantially orthogonal to the rotating direction of the roller base material has an angle relative to the rotating direction of the roller base material; and the intermediate transfer belt 40 having an elastic layer lower in hardness than the sheet member 62, having width greater than that of the sheet member in the axial direction of the transfer roller, and disposed in contact with the transfer roller, thereby bearing an image transferred to the transfer material.
