PROBLEM TO BE SOLVED: To provide technology for an exhaust recirculation device for an internal combustion engine to determine the plugging abnormality of each EGR device even when EGR gas is recirculated from both EGR devices. SOLUTION: In a MPL region, a low-pressure EGR valve of a low-pressure EGR device to be open-loop controlled is used for forcibly reducing the recirculation amount of low-pressure EGR gas from the low-pressure EGR device. When the opening of a high-pressure EGR valve of a high-pressure EGR device to be feedback controlled at this time to increase the recirculation amount of high-pressure EGR gas is a first predetermined opening or greater, as a threshold value which shows that plugging abnormality occurs in the high-pressure EGR device or the high-pressure EGR device is normally operated, the occurrence of plugging abnormality in the high-pressure EGR device is determined (S106, S107).
