PROBLEM TO BE SOLVED: To provide a hair treatment agent that gives the effect brought about by the reaction uniformly without unevenness, does not drip easily from the hair and the skin, and is easy to apply and spread, a method for foaming the hair treatment agent, and a safe method for foaming the hair treatment agent, even when the reaction proceeds rapidly and generates gas. SOLUTION: The hair treatment agent includes a first agent mixed with a reactive component, a second agent mixed with a reactive component, and a foaming agent. At least either of the first agent or the second agent contains a surfactant and water. The foaming agent is an oily agent having a boiling point of -5-80°C.
