PROBLEM TO BE SOLVED: To provide a navigation technique for lessening further the situation that a user has to determine whether traveling is right or wrong. SOLUTION: An on-vehicle device includes: a storage means which stores regulation information including information for specifying the conditions of a vehicle to be an object of regulation and information for specifying the area where the regulation is enforced; a destination receiving means which receives specification of the destination; a regulation determining means which determines whether a user's own vehicle satisfies the conditions of the vehicle to be the object for each regulation; a regulated road specifying means which specifies a road contained in the area designated according to the information for specifying the area where the regulation is enforced, about the regulation as to which the user's own vehicle is determined by the regulation determining means as satisfying the conditions of the vehicle to be the object of the regulation; and an avoiding route searching means which searches for a route leading to the destination received by the destination receiving means, avoiding a road designated by the regulated road specifying means.
