PROBLEM TO BE SOLVED: To provide a tobacco material filling machine capable of filling a tobacco material in a small-diameter container in a short time period to improve production efficiency of a smokeless cigarette. SOLUTION: The tobacco material filling machine 2 is provided with a holding tray 40 to hold the small-diameter container 4 in standing state, an introducing apparatus 72 comprising an introducing pipe 100 to be inserted into the small-diameter container 4 and a funnel member 102 communicating to the introducing pipe 100 wherein the introducing pipe 100 has a soft plastic connection plug 104 connectable its lower end 103 to an opened end 6 at a tip side of the small-diameter container 4, an upper cylinder 74 to vertically move the introducing apparatus 72, an auger-type fixed quantity feeder 70 to feed a fixed quantity of the tobacco material to the funnel member 102, a suction pipe 164 having a rubber suction pad 174 closely contacting with a lower opening 54 of the holding tray 40 communicating to a base-side opening end 8 of the small-diameter container 4, a lower cylinder 168 vertically moving the suction pipe 164, and a suction pump 166 connected to the suction pipe 164.
