PROBLEM TO BE SOLVED: To dynamically select a line to be used in accordance with communication volume.

SOLUTION: A data transmission adapter A100 is configured to deal with bulk transmission of IP packets via satellite communication including a plurality of communication routes and includes: a communication volume monitor 104 for calculating communication volume of the IP packet per unit time; a valid route determiner 111 for determining a route to be validated among the plurality of communication routes on the basis of the communication volume calculated by the communication volume monitor 104 and transmission rates of the plurality of communication routes; and a packet transfer unit 105 for transferring the IP packets to the route determined to be validated by the valid route determiner 111.
