PROBLEM TO BE SOLVED: To provide a polymersome composition that has dry rough skin improvement effect, safety, use feeling, particularly gives no feeling of stickiness, good smoothness of skin, and is excellent in base agent stability. SOLUTION: The polymersome principally includes as a membrane component a blocked type alkylene oxide derivative shown by the formula (I): Y-[O(EO)a-(AO)b-(EO)c-R]k, wherein Y is a residue excluding the hydroxy group of polyhydric alcohol having 3-6 hydroxy groups, k is the number of the polyhydric alcohols, EO is an oxyethylene group, AO is a 3-6C oxyalkylene, and each is added in a blocked form, and a×k, b×k, and c×k are the average addition mole numbers of an oxyalkylene, a 3-6C oxyalkylene group and an oxyethylene group, respectively, and have the relations: 0≤a×k≤100, 1≤b×k≤100, and 0≤c×k≤100, and (a+c)×k>1, and wherein the ratio of all the oxyethylene groups in formula (I) to the sum of all the oxyethylene groups and 3-6C oxyalkylene groups in formula (I) is 10-80 mass%, and R is a 1-4C hydrocarbon.
