<p><P>PROBLEM TO BE SOLVED: To provide a toner quantity measuring device that can accurately detect a quantity of attached toner formed on a toner carrier, and to provide an image forming apparatus that has this measuring device and that can always stably provide an image by exerting control such that a quantity of toner attached to the surface of the toner carrier has a predetermined quantity. <P>SOLUTION: The toner quantity measuring device removes a toner layer from part of the surface of the toner carrier, and detects changes in electrostatic capacities of the part with the toner layer thereon and the part from which the toner layer is removed.
