PROBLEM TO BE SOLVED: To provide a thin PDP having no exhaust tube, without using a large scale vacuum facility. SOLUTION: The method of manufacturing a PDP 10 has a sealing process in which a front substrate 11 and a rear substrate 17 are arranged in opposition so as to have a discharge space 26 in between and their surroundings are sealed with a sealing material 25. The sealing process includes a substitution gas supply step in which, using a thermoplastic resin as the sealing material 25, the front substrate 11 and the rear substrate 17 are heated and hollow needles 33a, 33b to communicate between the discharge space 26 and the outside are arranged in the sealing material 25 to supply a substitution gas into the discharge space 26, an exhaust step to evacuate the discharge space 26 through the hollow needles 33a, 33b, and a discharge gas supply step to supply the discharge gas into the discharge space 26 through the hollow needles 33a, 33b.
