PROBLEM TO BE SOLVED: To overcome the problem that, when a liquid chamber is formed by press working on a flow channel plate by a narrow pitch, warpage or waving is generated on the flow channel plate, while the processing accuracy and the part accuracy are deteriorated. SOLUTION: On a base material 2A as the flow channel plate 2, through-holes 61 as liquid chambers 22 are formed in order by a press working apparatus 70 having a punch 71 and a die 70. The press working apparatus 70 is constituted in such a manner that a clearance C1 between the punch 71 and the die 72 at the end sections in the longitudinal direction of the through-hole 61 is made wider than a clearance C2 between the punch 71 and the die 72 at the linear sections in the longitudinal direction of the through-hole 61.
