PROBLEM TO BE SOLVED: To provide a communication device which efficiently carries out QoS by a wireless LAN. SOLUTION: The order in which data are passed to a lower layer is scheduled by an upper-layer scheduling means in accordance with the information about priority contained in the data to be transmitted. The information about the new priority calculated by the scheduling is imparted to the data again by the scheduling means. Then, in the lower layer, the data having different priority received from the scheduling means is stored in one transmission queue. Then, based on the information about the new priority imparted to the data stored in the transmission queue, transmission waiting time is set in the data by a transmission control means.
