PROBLEM TO BE SOLVED: To provide a crank call determination method for solving the problem due to wrong determination, and to provide a communication control device and a program. SOLUTION: A wrong determination avoidance device 100 includes a sound transmission unit 106 for transmitting a guidance of connection confirmation by sound urging response by a DTMF to a reception-side terminal 40 when a start instruction is received from an SPIT determining unit 10; a sound receiving unit 108 for receiving the response by the DTMF from the reception-side terminal 40; and a communication control unit 102 for connecting a transmission-side terminal 30 to the reception-side terminal 40, when the received DTMF shows a connection permission notice, and disconnecting a call between the transmission-side terminal 30 and the reception-side terminal 40, when the DTMF showing the connection permission notice cannot be obtained. The number of times the DTMFs showing the connection permission notices have not been obtained are counted for each transmission-side terminal 30, and the SPIT determination unit 10 is made to determine the transmission-side terminal 30 of identification information to be SPIT, according to the counted number.
