Disclosed is a moving image prediction encoding device provided with: an encoding means for encoding images that have been input and generating compressed image data which includes randomly accessed images, together with encoding data in relation to display order information of the images; a restoration means for restoring reproduced images by decoding the compressed image data; an image storage means for storing the reproduced images as reference images; and a memory management means for controlling the image storage means. Once encoding processing for generating the randomly accessed images has been completed, the memory management means first of all refreshes the image storage means by setting reference images, excluding randomly accessed images, from among reference images in the image storage means as being unnecessary. The memory management means refreshes the image storage means immediately before or immediately after encoding is performed for images having display order information that is larger than the display order information of the randomly accessed images.
