Disclosed is a photocatalyst filter wherein a layer comprising a photocatalyst, which is high in purity or 100% pure, is definitively fixed to the surface of a base material such as ceramic so as to prevent peeling, without using binders or additives; hence, the photocatalyst filter has high durability and high oxidative decomposition ability by photocatalysis. A titanium oxide slurry is supplied to the surface of the ceramic layer while air bubbles are removed from within the recesses formed on the surface of the ceramic layer.
