PROBLEM TO BE SOLVED: To provide an ESD protection device capable of improving reliability of an ESD protection function. SOLUTION: The ESD protection device 10x includes a ceramic multilayer substrate 12 wherein a plurality of insulating layers 31-34 composed of a ceramic material are laminated; a first connection conductor 17a formed so as to penetrate a principal plane of the insulating layer 32; a mixed section 20x formed so as to connect with the first connection conductor 17a along the principal plane of the insulating layer 32 where the first connection conductor 17a is formed and dispersed with a material containing at least one out of metal and a semiconductor, metal and ceramic, a semiconductor and ceramic, a semiconductor, and metal coated with an inorganic material; and a second connection conductor 14x, having conductivity, connected with the mixed section 20x and formed along the principal plane of the insulating layer 32 where the mixed section 20x is formed or formed so as to penetrate a principal plane of the insulating layer 32 where the mixed section 20x is formed or the neighboring insulating layer 31.
