PROBLEM TO BE SOLVED: To provide a sound absorbing plate capable of being installed and fixed in such a manner as to adapt to various conditions on a construction site, and a method for constructing the same. SOLUTION: A groove portion opened outward is formed throughout a length along a longitudinal direction in any one of upper, lower, right and left frames of the sound absorbing plate. The groove portion has an opening edge formed in an inward protruding shape; a fastening member can be slidably housed inside the groove portion; and a member to be fastened can be fastened to the fastening member from the outside. A mounting bracket for fixing the sound absorbing plate to the construction site can be easily mounted on the sound absorbing plate by fastening the fastening member and the member to be fastened. When an obstacle becoming a hindrance to the fixing of the mounting bracket exists on the construction site, the fastening member is disposed by being slid to a preferred position; and construction can be performed by fixing the mounting bracket.
