PROBLEM TO BE SOLVED: To provide a method of manufacturing a toner which can efficiently manufacture the toner superior in cleaning characteristics by lessening of charging characteristic between toner particles. SOLUTION: The method of manufacturing the toner includes: a process for preparing resin solution for preparing the resin solution in which at least a part of the resin material is solved in the organic solvent, wherein the resin material is composed of a resin material and a coloring agent, and cylindrical bodies which mainly consist of silicate and makes the shape of cylinders; a process for preparing O/W emulsion for preparing the O/W emulsion through W/O emulsion by adding water-based liquid in the resin solution; a uniting process for obtaining united particles by uniting a dispersoid included in the O/W emulsion; and a process for removing organic solvent for removing the organic solvent included in the united particles.
