PROBLEM TO BE SOLVED: To adjust the characteristics of control after switching of controllers, when the controllers are switched. SOLUTION: In a system including a plurality of controllers, a parameter determining device 13 determines the parameter to be used in a controller after switching, when the controllers which perform processing are switched includes a parameter calculation operation expression which includes a combination of a plurality of operation expressions having different characteristics and enables changes in the weighting of the different characteristics; and determines the weighting of the parameter calculation operation expression, according to the state of the controller prior to switching, to determine the parameter in the controller, after switching using the parameter calculation operation expression to which the determined weighting is applied.
