<P>PROBLEM TO BE SOLVED: To provide a soft polyurethane foam for toner sealing having low hardness and air permeability, small compression set and excellent flame retardancy, and a toner-sealing material using it. <P>SOLUTION: The soft polyurethane foam for toner sealing is obtained by reacting a foam material containing polyol, polyisocyanate and a phosphorus-based liquefied flame retardant, and the polyol contains polyol (a) having a viscosity at 25°C of 15,000-30,000 mPa s and polyol (b) having a content of an ethylene oxide unit of 60 mass% or more. The content of the polyol (a) is 50-98 mass%, the content of polyol (b) is 2-23 mass% and the content of phosphorus determined by energy dispersive fluorescence X-ray analysis is 0.3-2.1 mass%.
