PROBLEM TO BE SOLVED: To provide a toner for developing electrostatic charge images which has an external additive hardly separated from toner particle surfaces and is superior in transfer efficiency even used over a long period of time and toner charging amount of which hardly deteriorates, and to provide a production method of the toner, a two-component developer and an image forming apparatus using the toner. SOLUTION: The toner for developing electrostatic charge images has silica particles fixed to surfaces of toner base particles, and the toner base particles have a volume average particle size of 5 to 7μm, and the silica particles are a mixture including small-diameter silica particles and large-diameter silica particles, and the large-diameter silica particles have an average primary particle diameter of 80 to 150 nm.
