PROBLEM TO BE SOLVED: To provide a tire tread rubber composition having more excellent on-ice frictional force and wear resistance than those by conventional techniques, and to provide a pneumatic tire using the same. SOLUTION: The tire tread rubber composition is obtained by blending 100 pts.mass of a rubber component with 1-20 pts.mass of gel prepared by dissolving polyvinyl alcohol powder in water or in an aqueous solution comprising water and an organic solvent having a group selected from a hydroxy group, an amino group and an amide group, and adding a crosslinking agent to the resulting solution to cause crosslinking.
