PROBLEM TO BE SOLVED: To provide a single flow regulating valve having different flow regulating characteristics in different flow rate regions. SOLUTION: The flow regulating valve includes: a single valve seat 2; a single valve stem 6 located on the centerline L of an opening 3 of the valve seat 2 and provided movably along a centerline L; and a valve part provided at the valve stem 6 to adjust the flow rate of a fluid flowing through the opening 3 with the movement of the valve stem 6. The valve part comprises a plurality of valve parts 8, 9 having different flow regulating characteristics in different flow rate regions, and the plurality of valve parts 8, 9 is provided at a space (e) in the longitudinal direction of the valve stem 6.
