PROBLEM TO BE SOLVED: To provide a femto base station allowing the use of a portable telephone set as a means of communications in a house or in a company in place of a fixed telephone set or an extension telephone set. SOLUTION: The femto base station 10 holds a user terminal (portable telephone set) at a femtocell fc under control of the femto base station 10. In this case, incoming call selection management means (call control 11 and data manager 12), where a private telephone number tn is established, detect and register the user terminal (portable telephone set) at the femtocell fc, and further manage whether the user terminal is communicating or not. When an incoming call to the private telephone number tn is terminated from a general public line, one user terminal is chosen at random among user terminals not under communication for call termination.
