PROBLEM TO BE SOLVED: To provide a technology to allocate an application to an optimum application server with consideration given to communication cost between application servers. SOLUTION: A traffic vector generation part 13 generates a traffic vector for each AP (S105). A processing load obtaining part 17 finds a processing load required for each AP and notifies it to an AP map generation part 14. The AP map generation part 14 generates an AP map based on the traffic vector (S109). A network analysis part 15 generates a server vector based on a network configuration (S125). A server map generation part 16 generates a server map based on the server vector (S129).
