PROBLEM TO BE SOLVED: To provide a memory management device and method for extending lifetime of a non-volatile semiconductor memory. SOLUTION: The memory management device 1 is configured to manage layout hint information 14 that is generated based on the characteristics of each data stored in at least one of a first semiconductor memory or a non-volatile second semiconductor memory that has limitations in the number of accesses which is smaller than that of the first semiconductor memory and gives a hint for deciding an area to arrange data. The memory management device 1 is provided with a management part 15 for determining a write area from the memory areas of the first semiconductor memory and the second semiconductor memory for the data to be written, based on the layout hint information 14, memory use information and memory unique information. The management part 15 determines a group to which the write data belongs among a plurality of groups, based on the layout hint information 14 for the data to be written, and forms write unit data by grouping a plurality of data items which belong to each group.
