PROBLEM TO BE SOLVED: To provide a surface-treated steel plate combining resistance to dew condensation blushing and corrosion, overcoat adhesiveness, weldability and additionally non-oiling lubricity and handleability. SOLUTION: A slightly water-soluble film having a total content of strong-electrolyte ingredients remaining in the film of lower than 0.3 mg/m<SP>-2</SP>is formed on a galvanized steel plate substrate by applying an aqueous treatment solution containing raw materials comprising (B) a cationic resin, (C) a siloxane compound, (D) a titanium compound, (E) a vanadium compound and (F) an olefinic wax preferably surface-modified with a silicon compound in a specified ratio and baking and drying.
