When downloading and static verification of a new boot program are finished and the degree of urgency is low (step S1503: low), an old OS (master) (122) determines whether a core having no process allocated thereto is included in cores booted using an old boot program (step S1505). When the old OS (master) (122) determines that the core having no process allocated thereto is included (step S1505: Yes), a hypervisor (121) converts a reference area of the boot program from an old boot program area to a new boot program area (step S1511) and provides the core having no process allocated thereto with notification of a reboot instruction which designates the converted reference area (step S1512).
