PROBLEM TO BE SOLVED: To provide congestion information to vehicles traveling on all roads. SOLUTION: An information providing server 1 is equipped with: a map data storage unit 14 which stores map data defining a position of a road link; a probe data storage unit 13 which stores vehicle position data indicating positions of vehicles at different times; a speed estimation unit 15 which estimates a traveling speed of vehicles at each road link based on the map data and the vehicle position data; a congestion link extraction unit 19 which extracts a congestion link at which the estimated traveling speed of vehicles at each road link is a predetermined speed or less; an upstream vehicle specification unit 21 which specifies an upstream link connected to the upstream of the congestion link based, on the map data, and also specifies upstream vehicles that are vehicles in the upstream link based on the vehicle position data; and a congestion information transmission unit 23 which transmits congestion information to in-vehicle devices of the upstream vehicles.
